The Strategic Plan for the Manufacturing USA Program describes the program’s vision, mission, goals, and objectives. It also outlines the program’s technology investment strategy, how investments made by federal agencies will be coordinated, and how the program will be assessed.

The plan describes the methods by which the strategic plan will be implemented, including launching new efforts to expand the program in critical technology areas, providing public service grants to expand institute activities and collaboration, and transitioning technology into commercialization. It also commits Federal agencies to launch an interagency Metrics and Evaluation working group to better assess program performance, linking outcome measures to performance goals and program goals and objectives. The plan compares Manufacturing USA to larger international programs supported by China and Germany.

Vision

The vision for the Manufacturing USA program is U.S. global leadership in advanced manufacturing through the development and transition of innovative technologies into scalable, cost-effective, and high-performing domestic manufacturing capabilities.

Mission

To support this vision, the mission of the Manufacturing USA Program is to connect people, ideas, and technology to solve industry-relevant advanced manufacturing challenges, thereby enhancing industrial competitiveness. 

Goals

To realize this vision and mission, the Federal agency partners and institutes work toward four goals that flow from the purposes stated in the authorizing legislation:

Goal 1Increase the competitiveness of U.S. manufacturing.
Goal 2Create and facilitate the transition of innovative technologies into scalable, cost-effective, and high-performing manufacturing capabilities.
Goal 3Accelerate the development of an advanced manufacturing workforce.
Goal 4Promote a network of institutes that build long-term support for and within their communities.
